Cant fix anything about low textures and lighting method but using this reshade you can get rid of that weird bluish and cold tint and makes it more warmer. Fixes the lighting slightly using adaptive tone mapper so that the lighting is more realisitc in respect to how the sky and the roads are lit (slightly overexposed sky but it's the best I can do) and also fixed the horrible low contrast that made the shadows on buildings and other objects look non existent.
