When you uninstalled the game did you delete the Rockstar Games folder in Program Files before re-installing? If there are ANY files in the install directory that did not come with the game, you cannot connect.
Even if you uninstall the game, the Rockstar Games folder in Program Files will remain if you added anything to it. For example, my daughter saved a text file and for one reason or another it saved it in the Rockstar Games folder in Program Files and I couldn't connect. After finding it and deleting it I can connect.
You have two options, uninstall the game then delete the Rockstar Games folder in Program Files and re-install, or look in the Rockstar Games folder in Program Files or Program Files (x86) if you are running 64 bit windows and delete anything that doesn't belong. Any .asi, readme, text files or ANYTHING that didn't come with the game. Put it in the garbage bin till you are sure, so you don't delete anything important.
