询问一个应该不复杂的汉化办法

我想汉化lockon的教学字幕，现在已经找到游戏安装目录里的字幕文件
文件格式如下
begin = "00:00:00:881"; end = "00:00:12:094"; title = "Hello and welcome. In this A-10A training mission you will learn to destroy targets using the General Electric GAU-8A Avenger cannon and Hydra 2.75 inch unguided rockets.";

我曾经把""之间的内容换成汉字，但在游戏里显示的是乱码，应该是不支持双字节，请问还有什么其他的办法吗？
