This mod adds the ability to arrest people and sell almost anyone you want to slavers. The original concept of this mod was to provide an alternative to killing every bandit you saw on the road - when you go on a rampage, you are always offered a jail sentence, so this mod lets you offer them the same privilege as well as earning some gold yourself. It also adds slaves, slavers, and murderers to the game world as NPCs you can help or arrest. Furthermore, it adds a small island abandoned prison for slave selling and an escape for those who are hated by the Empire, and a house to put personal slaves in (but they tend to walk out after a while).
If you're looking for people to hunt down, my mod doesn't give exact locations, but look for lore-esque locations if you choose to download it; murderers can be found hiding in a couple basements, hiding behind stables, and in abandoned houses. Slavers can be found near Leyawiin and especially Bravil, and the road is full of them. My mod might not be what you're looking for as it's more of an open quest with many targets as opposed to your bounty hunting. However, after you find a Jailor Registration Scroll and learn the Negotiate power, you might want to check out the Jailor's Handbook for IC instructions and the abandoned house north of Bruma to arrest your first murderer.

Installation
Put the ESP into your Oblivion data folder and when running Oblivion activate it as a data file. Load order should be near the end, however, if my edited cells are breaking other quests, load them later.
Brief Walkthrough
Pick up Negotiation from a dead jailor outside Skingrad Castle
Visit Swiftwater Sanctum by using the ramp to the boat outside Anvil (already Instant Travel-able)
Pick up Enslave from the Slaver's building in Swiftwater Sanctum
For a successful check, you want high strength vs bandits, high intelligence vs murderers, high personality vs possible slaves, high luck, >50 disposition, >100 health, low difficulty setting
You want the enemy to have low confidence, <100 fatigue, <100 health
You can only have 1 prisoner or slave at a time
Negotiate
Free slaves by unlocking a door near them and using Negotiate, note that slavers will get angry and that you can use the Twin Lamps Anvil Mission tent as a house
Capture bandits and murderers by casting Negotiate and try to get above 50 disposition and after other factors they might be in your possession
If you have a successful check they will have irons on their arms and should follow you
If you fail they will start killing you again
Cast Restrain Prisoner if they start attacking you or get lost
If they still attack you after restraining, blame my lazy ass for not coding it right and pretend that they're revolting and kill them
Bring bandits to Skingrad's dungeon and Negotiate again, be sure to unlock the doors for them as the guard doesn't open doors there
Bring murderers to Bruma's dungeon and Negotiate again, ask the guard to unlock doors and escort them down to their cell
You cannot imprison (but can enslave) slavers
Enslave
Cast it on a non-guard and non-Sanctum members
If you have a successful check they will follow you around with irons on their arms and hate you
If you fail they will just hate you
Bring them to Eryk's shop in the Sanctum and cast Enslave to get some gold, note that she must be inside and if she is dead you can't sell slaves anymore
This can probably break some important quests so don't go enslaving Martin or something
Conflict
You can't free OOO's slaves, only this mods'... however you probably can enslave them

If you capture 3 bandits, they might have a revolt in their cell and try and break out, check around the cell and tables for a new helmet
Et al with murderers
After freeing 5 slaves you should see a heavy stone in the Twin Lamps tent
After selling 3 slaves you should have a marker on your map of a Slaver's Estate in The Great Forest, pick up the key from Eryk's desk
You can now enslave people and have them work right in your house
After enslaving 3 people in your house you might have a Twin Lamps liberator upstairs so kill him and you get a a full suit of Mithril Armor and a fairly uncommon mace |
