Each sword is held by a custom NPC I made. You can find an Argonian named Rashek in the chapel in Bravil, a Khajiit named JRaash at Olav's Tap and Tack in Bruma, and a female Dremora named Rathe hanging around outside Cheydinhal's east gate along the wall.

A fourth hidden joke sword can be found on a Redguard named Daraleta. She is in Hawkhaven, the village that can only be accessed by the testing hall (open the console with the ~ key and type "coc testinghall" without the quotes, then find the door to Hawkhaven, which is in the center group of doors.) This sword was thrown together as a bonus and uses the exported UV map template as its texture, so people who prefer to play the game without using the console aren't really going to be missing out on anything.
