Both of these treaties were signed by the Qing government. China certainly wants to reclaim lost territories, but in reality, the relationship between China and Russia—or the Soviet Union—has always been fluctuating. At the beginning of the nation’s founding, the Soviet Union was an important partner and teacher in almost every field for China. It is certainly impossible to demand the return of those territories from Russia. Over time, the relationship has had its ups and downs, but the core issue is that China's demand for those territories is a secondary contradiction, as both China and Russia are socialist countries. The primary contradiction lies with the United States. There is an old Chinese saying, "To repel external threats, one must first stabilize internal affairs." To address these issues, one must first deal with the problems with the United States, namely the Taiwan issue.
