1.去下载个SetACL的软件， SetACL 3.0.6 EXE version

2.将以下内容复制成bat脚本，跟SetACL64.exe一起运行

3.原理
Windows的下载缓存目录是%SystemRoot%\SoftwareDistribution\Download，直接将这个目录的权限设置成无，这样无论哪个程序都访问不了这个目录，当然就没法更新了.
