I using Cheat Engine to edit game's memory. You need to find two addresses - one for controlled character, second for out of battles character. Both addresses use same values in main game mostly. Some parts of the game, like VR missions may change IDs of characters according to their menu order however. Either you need to use hot keys to control values, or make a script to automate the process.
Character base PL IDs:
Cloud 00, Barret 01, Tifa 02, Aerith 03, Red 04, Yuffie 05, Sonon 06. You can just find the address with 1 byte hex scan, may take some time because 90gb game though lol
