I haven't made a mod for Persona 5 before or uploaded a mod to Gamebanana before, so if there's any issues or something I need to sort out, then let me know and I'll be happy to fix it 
What the mod does:
This mod will add new skill ascensions from Level 1 for every Party Member!
Party members will be added on 4/18 and will be available for the entire game. The only time you won't have all party members is the third semester where everything will act as originally intended.
(Spoiler) During the Akechi boss fight with Shido, his first phase where he fights with Robin Hood will be the last time the playable Akechi will use Robin Hood, once you defeat boss Akechi, the game will automatically evolve his Persona to Loki and swap his skillset, voices and appearence to Darkechi for phase 2. An example of this can be found here:
If for any reason there's a point in the game where all the party members aren't available. The Shujin classroom will be the spot that let's you instantly add everyone back into your party.
This isn't supposed to be the most balanced, optimised mod for skills. It's just something I put together for fun while obviously making sure stuff isn't going to be too overpowered or underpowered. If there are any suggestions on what skills should be swapped to make them more balanced then leave a comment and I'll consider swapping them.
How to Install?
Simply use the one click install Reloaded-II button and it will let you play straight away.
If your playing with a save file that’s already in progress, the mod will still work, however you need to manually edit the skills, stats and levels appropriately.
The mod will work exactly as intended if starting from a fresh save file.
If you are wanting to use a New Game + save file, you will have to instantly skip to the end of the game to create a new “COMPLETED” save file as the Persona Levels will be the default due to how the saves work (The only exception to this is Kasumi). Finishing the game with the mod enabled will let NG+ files start with all characters Level 1.
As pointed out in the comment section, the mod may not be compatible with any mods that will edit the classroom script. If you have any mods that change similar things, make sure you test those out by remove, changing order, etc before reporting it as a bug, thank you!
What the next update will include / features I eventually want to include (Spoilers will be mentioned here):
Due to a lack of school days later in the game, there will be some times where party members won't be added into the roster and will be unavailable to play due to normal story progression removing them from the roster. I will make the Leblanc bedroom also available as a way to add party members. (May-December only, not April)
Kasumi's level will be reset to Level 43 during the 10/3 Palace visit awakening. I will be fixing this in a future update.
Current Known Bugs (Spoilers will be mentioned here):
Having Yusuke in the party before 4/18 causes the Madarame "Time until Legal Action" red message with 0 days left to appear in the top right corner (This is only a visual bug) which is why members join the day of Kamoshida's main infiltration on 4/18. Once Kamoshida has a change of heart, the legal action message will return (starting from 5/2) and won't act as intended until you start to infiltrate Madarame's Palace.
Using Party Members unintended for a boss fight, e.g: Akechi and Sumire in the Yaldabaoth fight, will cause a softlock or crash if you send them to do a task such as cutting the vines. It's untested if this happens in Palaces such as Sae's palace where it's a simple Gun Fire animation or Madarame's Palace with the black paint (I'm pretty sure it's the status ailment recovery anim).
