Have you ever started a run and Necromancer gave you an ability or passive that requires being downed? Have you ever wanted to do a down build but losing stats over the course of your run makes your Necromancer useless? Has your bulletproof vest ever broken and made you increasingly sad?

Necromancer either pops off or is useless, giving a innate class passive should reduce the variance in class performace.

Every class can be broken and single-handedly win you a run, but Necromancer has some of the highest variance in viability in the game.

Bulletproof Vest enables one of the coolest combos in the game, and fixes a lot of the issues with necromancer, variance and flexibility mostly, though it feels weird to remove some identity of Bulletproof Vest, keep in mind it's still a baller item.

Lastly don't forget that the corpse of the necromancer can be killed, this doesn't make necromancer immortal, just fine to be downed.

In the game's code Necromancer is considered an advanced class, and Necromancer is the only one without an innate passive, the basic attack has no special properties when it's identified.
