Hand Loader 这个perk有bug是吧？？？.44的手装弹药不显示？？？

选了这个perk，.44 SWC Hand Load 在子弹制作台上没有啊
上wiki看了下的确有这个bugDue to a misplaced condition, .44 Semi-Wadcutter rounds cannot be made at a reloading bench unless the player has both the Hand Loader perk and has received the schematics from Jules. (Verified on PC with patch 1.01) This was fixed in patch 1.3.0.452，where the .44 SWC rounds can now be made after either taking the perk or receiving the schematics.

看不太明白，是说要修了Hand Loader 并且从Jules那得到原理图吗？？？这个 Jules在哪？？？？？？？？？
