The CODEX release isn't functioning with a controller, so here you have  a fully working edition with full controller support.                                                     
If you are using plain old ACME controller, activate its Analog Mode.   
In case you still encounter lags while playing without controller, set EnableController=false in [GameSettings] in steam_api.ini
