Enables FSR4.2 on RDNA3 GPU's, e.g. any 7000 series AMD GPU

INSTALLATION: 安装：
- Simply head over to this file path: SteamLibrary\steamapps\common\Borderlands 4\OakGame\Binaries\Win64

Additional note, the game may run a few frames worse than FSR3 but the quality jump is quite literally better than TAA native.
